The switch does give the Democrats a 59 seat majority in a 99 seat Senate, which is 59.5% of the seats.  This does not give Democrats the ability to invoke cloture by all its members.  Unless Norm Coleman is reelected from Minnesota, which seems unlikely, the Democrats will gain the 60 votes and the 60 percent necessary to invoke cloture.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.politicspa.com/Specter%20Switches.htm"&gt;Specter said&lt;/a&gt;, &lt;span style="font-family: verdana;"&gt;"&lt;/span&gt;&lt;span style=";font-family:Arial,sans-serif;font-size:10;"  &gt;&lt;span style="font-family: verdana;font-size:100%;" &gt;I have traveled the State, talked to Republican leaders and    office-holders and my supporters and I have carefully examined public    opinion. It has become clear to me that the stimulus vote caused a    schism which makes our differences irreconcilable. On this state of the    record, I am unwilling to have my twenty-nine year Senate record judged    by the Pennsylvania Republican primary electorate. I have not    represented the Republican Party. The national electronics retailer has two Harrisburg-area locations: Carlisle Pike in Mechanicsburg and Jonestown Road in Lower Paxton Twp. in the Paxton Towne Center.&lt;br /&gt;&lt;br /&gt;Word of the store’s demise broke on Friday morning, and the Lower Paxton store was crawling with bargain shoppers Saturday morning.
